Opting Out of Third Grade Reading FSA Will Increase Chances for Third Grade Retention

We Recommend Not Opting Out of The Third Grade Reading FSA if Third Grade Retention is a Risk

The Florida Education Commissioner recently spoke with the Superintendents on the need to discourage parents from opting out of the Florida Standards Assessments.

The challenge in Florida is that third grade retention policies require a student to score a Level 2 on the Florida Standards Assessment for Third Grade Reading.

While Florida has created alternative Good Cause Exemptions for Promotion, these are all much harder than getting a Level 2 on the Third Grade Reading FSA.  The good cause exemptions include:

EXEMPTIONS FROM THIRD-GRADE RETENTION
Some third-graders who score Level 1 on the FSA in reading can be exempted from the retention requirement and be promoted to fourth grade.
This is called a “good cause exemption.” Good cause exemptions are given to only the following students:
1.  Limited English proficient students who have had less than two years of instruction in an English for Speakers of Other Languages program.
2.  Students with disabilities whose individual educational plan (IEP) shows that it is not appropriate for them to take the FSA.
3.  Students who show an acceptable level of performance on an alternative standardized reading test approved by the State Board of Education.
4.  Students who show through a teacher-developed portfolio that they can read on grade level.*
5. Students with disabilities who take the FSA and whose IEP or 504 Plan says that they have received intensive remediation in reading for more than two years but who still show a deficiency in reading and who were previously retained in kindergarten through grade 3
6.  Students who have received intensive remediation in reading for two or more years but who still has a deficiency in reading and who have already been retained in kindergarten through grade 3 for a total of two years

For those who are not English Language Learners, have not been exempted from taking the FSA (i.e. the lowest 1% of the population) and have not been retained and have an IEP (Individual Education Plan) or have been retained twice before third grade, the two remaining options to avoid third grade retention if a student has failed the third grade reading FSA are to:

  • Pass an alternative assessment #3
  • Pass a student portfolio #4

The alternative assessment is harder to pass than getting a Level 2 on the third grade reading FSA and the portfolio is even harder — we know of one excellent school where none of the 20 students taking the portfolio passed on the basis of successfully completing the student portfolio.

If your child is at risk for third grade retention, we strongly recommend against opting out of the Third Grade Reading FSA.
